David is a landscape architect based in Washington, DC. His work ranges from private gardens to urban development with experience working in both the public and private sector. He specializes in green infrastructure design, implementation and research.


While at the District Department of Energy & Environment, David worked on environmental regulation and green infrastructure implementation on private and District properties. He was integral in implementing the Green Area Ratio (GAR) regulation, the District’s first landscape requirement. He coauthored GAR interpretive guidance, taught public training sessions and reviewed and approved construction permit submittals.


At DOEE David also managed federal and local green infrastructure grant programs used to design and construct stormwater retrofit projects in the District. In this role he prepared federal grant applications, conducted site investigations, developed conceptual designs, and managed contracting and construction activities. This role included managing the RiverSmart Communities program which conducts community outreach and recruits stormwater retrofit projects at District faith and non-profit institutions as well as businesses.


In the private sector David worked for the award winning landscape architecture firms Michael Vergason Landscape Architects (MVLA) in Alexandria, VA and Campion Hruby Landscape Architects (CHLA) in Annapolis, MD.


Prior to becoming a landscape architect, David was a Senior Manager at the global financial services firm PricewaterhouseCoopers (PwC). During his 13 year career with PwC he provided tax and technology services at their national tax headquarters in Washington, DC and completed a secondment in their Moscow, Russia office. He now applies his multicultural experience working with complex tax regulations across multiple jurisdictions to researching and interpreting environmental regulations and artfully applying them to the built environment.
